 The District of Columbia Housing Finance Agency (DCHFA) was established in 1979 to stimulate and expand home ownership and rental housing opportunities in Washington, D.C. Through our Multifamily Lending and Neighborhood Investments business unit, we provide financing that lowers the cost of acquiring, constructing and rehabilitating rental housing and that  facilitates the creation of low and moderately priced for- sale housing. Our Single Family Programs offer DC residents competitive products that help lower the homebuyer's cost of purchasing homes. Our financing tools are primarily funded through the issuance of taxable and tax exempt mortgage revenue bonds.  We embrace our responsibility with conviction and pledge our best efforts to serve as the City's champion for renters and homeowner to act as the City's principal catalyst for affordable housing neighborhood investment.

The District of Columbia (DC) Housing Finance Agency is seeking qualified candidates for the position of Associate General Counsel in the Office of the General Counsel. 


The General Counsel's Office is responsible for responsible for managing the legal aspects of Agency's business decisions, tax-exempt and taxable bond transactions and other types of loans and neighborhood investments and Freedom of Information Act (FOIA) requests.  The Associate General Counsel provides legal counsel and support services in a broad range of general and specialized areas that affect the policies and programs of the District of Columbia Housing Finance Agency. 


  • Provide advice and support services to the Agency's Board of Directors, Executive Director and business units in connection with the Agency's programs, activities and functions including litigation and procurement matters
  • Provide coordination and management of outside counsel
  • Provide advice and support services to the Secretary to the Agency's Board of Directors
  • Assist in the structuring and execution of Agency transactions
  • Review and draft documents including the following: transaction documents, preliminary and final offering documents, indentures, resolutions, supplemental indentures, supplemental resolutions, regulatory agreements, loan agreements, financing agreements, financing and regulatory agreements, declaration of covenants, commitment letters, notes, subordinate loan documents, intercreditor agreements, deeds of trust or other mortgage instruments, financing statements, legal opinions and closing certificates.
  • Negotiate on behalf of the Agency all agreements and opinions necessary to ensure that the interests of the Agency are protected
  • Conduct legal research and draft legal memoranda
  • Review, comment and give advice to the Agency's Board of Directors, Executive Director and business units on amendments to the Agency's statutes, regulations and procedural manuals and all other local and federal proposed and final laws, rules and regulations that related to the Agency and its operations
  • Assist the Executive Director and the Agency's divisions with the development and creation of new products and programs
  • Obtain required local and federal government approvals
  • Assist in drafting manuals to ensure that properties are operated and maintained in compliance with transaction documents as well as with local and federal laws and HUD guidelines
  • Ensure compliance with federal labor laws on behalf of the Office of the General Counsel
  • Draft legislation related to the Agency's authority
  • Prepare requests for proposals and advertisements to ensure compliance with internal procurement guidelines and local law
  • Review incoming multifamily applications on behalf of the legal department as requested by the General Counsel or Deputy General Counsel
  • Prepare notices to the Council of the District of Columbia of Board's approval of all Eligibility Resolutions
  • Conduct TEFRA Hearings for all bond transactions; Multifamily and Single Family
  • Notify Mayor and City Council of the Agency's intent to adopt Final Bond Resolutions for all bond transactions
  • Draft handbooks and manuals as necessary to help guide compliance with bond documents, federal laws and regulations, and Agency policies and procedures
  • Review and prepare responses to Freedom of Information Act (FOIA) requests
  • Review and draft loan documentation
  • Performs other duties as assigned


  • Must possess a Juris Doctor Degree
  • Be an active member in good standing of the bar of any jurisdiction
  • If not a member of District of Columbia Bar, you must be sworn into the District of Columbia Bar within 360 days of your initial hire as Associate General Counsel
  • 2-4 years of experience in real estate, planning, development, and finance
  • Knowledge of corporate law, real estate law, tax law, finance, community development, and local and federal housing programs (including CDBG and HOME programs)
  • Experience in litigation is a plus
  • Understanding of federal, state, municipal codes, regulations; contract law; and business entity structure
  • Must possess strong skills in legal research, writing and legislative draft
  • Must be able to successfully and autonomously manage projects of a varied and complex nature
  • Excellent communication skills, both verbal and written, and ability to make presentations and effectively negotiate
  • Must possess strong working knowledge of all aspects of Microsoft Office Suite
