The District of Columbia (DC) Housing Finance Agency is seeking qualified candidates for the position of Debt Financial Analyst in the Office of Capital Markets, Financial Management.

POSITION SUMMARY:

The Office of Capital Markets is within the Agency's Office of Financial Management. It is responsible for developing and implementing capital financing strategies through municipal debt issuance, leading financial analysis, cash flow forecasting, managing the Agency's outstanding debt obligations. Additionally, it is responsible for the multifamily and single family mortgage loan programs, indenture investment portfolio and SEC disclosure and IRS tax compliance.  The Debt Financial Analyst primary role is to perform detailed financial analysis.                                                                   

ESSENTIAL DUITES & RESPONSIBILITES

  • Assist in managing the Agency's outstanding debt including outstanding Single Family and Multifamily mortgage revenue bonds
  • Provide support for the Agency's long term financial planning and analysis, including cash flows modeling and asset/liability matching strategies and forecasting
  • Provide support for efficient financing transaction management, including pre-issuance, issuance and post-issuance
  • Manage debt related financial modules in the Agency's financial and accounting system
  • Perform financial research and analysis to support the management of the Agency's liquidity position, investment of bond funds, and cash flow/borrowing forecasts
  • Provide support for the Agency's Single Family and Multifamily capital lending programs, including mortgage back securities trading and borrowing/lending rates setting
  • Provide analysis and support in all Capital Markets financing functions
  • Provide debt related financial data in preparation for the Agency's financial audit
  • Perform Trustee transaction activities and reconciliation including vefiying and confirming Trustee account activities
  • Perfom special project and serve on task forces and committees as needed
  • Input and maintain Trustee information in the Financial Management Software system
  • Perform other duties as assigned

KNOWLEDGE AND QUALIFICATIONS:

  • Bachelor's Degree in, Business, Finance, Accounting or Economic or another related field from an accredited university or equivalent experience is required
  • Masters in Finance or Masters in Business Administration (MBA) preferred
  • 5+ years of experience in financial analysis and cash flows projection reporting using comprehensive modeling
  • Experience in capital financing or debt management experience for municipal debt issuer preferred
  • Understanding of Capital Markets and concepts of mortgage backed securities and mortgage banking
  • Understanding of municipal markets and tax exempt bond issuance with knowledge of municipal housing sector preferred
  • Ability to perform in-depth financial analysis and make well-supported recommendations
  • Must possess strong research, project management, organizational, analytical, and math/quantitative skills
  • Must be able to successfully and autonomously manage projects of a varied and complex nature
  • Excellent communication skills, both verbal and written
  • Must possess strong software and modeling skills including advanced Excel and database experience
