Organizational Summary:

The District of Columbia Housing Finance Agency was established in 1979 to stimulate and expand home ownership and rental housing opportunities in Washington, D.C. We accomplish our mission primarily by issuing mortgage revenue bonds. Through our Public Finance division we issue bonds to assist developers' cost of acquiring, constructing and rehabilitating rental housing. Our Single Family Program offers DC residents competitive products that help lower the homebuyer's cost of purchasing homes. We embrace our responsibility with conviction and pledge our best efforts to serve as the City's champion for homeowners and renters, and to act as the City's principal catalyst for affordable housing neighborhood investments.

Position Summary:

The Controller is primarily responsible for all accounting operations and reporting functions of the Agency and for establishing and maintaining effective controls over disbursements and receipts activity. The positon is also responsible for accurate and timely preparation of interim quarterly and annual audited financial statements.  The Controller supports the Chief Financial Officer in preparation of the all budgetary data and progress reports and works with management in designing and maintaining proper reporting and control procedures of Agency operations.  Lastly, the Controller is responsible for coordinating the deployment, monitoring, and coordination of software enhancement activity used for general ledger accounting, project ledger accounting and any other financial management and accounting software packages, as needed.

Essential Duties and Responsibilities:

  • Establish effective controllership, supervision and review which allows for the accurate and timely processing, summarization and reporting of financial data
  • Oversee monthly fiscal closing by accounting staff of all general ledger and project ledger accounts and quarterly interim and annual audited financial statement preparation
  • Ensure all bond series trial balances are reviewed for accuracy and completeness before they are consolidated into indenture-wide or program-wide trial balances and financial statements
  • Coordinate financial management and reconciliation activities with the Agency's operating account banks, trustees, and servicing banks
  • Provide support in the formulation, presentation and execution of the Agency's budget as well any budgetary data support for the Agency budgets submitted to the District of Columbia's Budget and the District of Columbia's Office of the Chief Financial Officer       
  • Oversee the automation of the accounting and major reconciliations, processes, make recommendations to the Chief Financial Officer regarding enhancements needed to improve accuracy, productivity and efficiency of the reporting, budgeting, and operating processes.
  • Supervise accounting staff to ensure work is assigned and executed to achieve maximum productivity and accuracy
  • Establish adequate oversight for all billing and collection of payments under the risk share program or any other program, wherein the Agency is the servicer of record
  • Serve as the lead contact and logistical coordinator with the auditor's during the Agency's annual audit
  • Support the CFO in the implementation of all pertinent GASB pronouncements and compliance with any necessary SEC, IRS and other reporting requirements
  • Other duties as assigned

Knowledge and Other Qualifications:

  • Advanced Degree in Accounting, Finance, Business, or related field or equivalent experience is required
  • 8+ (Eight) years of experience in accounting finance
  • 4+(Four) years of supervisory experience
  • Certified Public Accountant (CPA) preferred
  • Strong understanding of accounting principles
  • Must possess strong organizational, analytical, and math/quantitative skills
  • Must be able to successfully and autonomously manage projects of a varied and complex nature
  • Excellent communication skills, both verbal and written
  • Proficiency in using Microsoft Excel and database management software

  • Employees are occasionally required to stand, stoop, and reach as necessary
  • May lift or carry up to 10 pounds frequently, up to 20 pounds occasionally, and up to 50-75 pounds infrequently
